This paper sets out a comprehensive, evidence-led framework for diversion for drugs possession offences across England and Wales. It aims to help police forces and others develop a better response to drug possession, to reduce the harms associated with drug misuse, keep communities safe, and reduce the costs to the criminal justice system.
