This briefing examines how Section 9A of the Misuse of Drugs Act 1971 is preventing the implementation of evidence-based harm reduction measures for people who smoke crack cocaine. Drawing on emerging findings from the NIHR-funded Safer Inhalation Pipe Provision (SIPP) study, it argues that legislative reform is needed to enable commissioned drug services to provide safer inhalation equipment, improve engagement with treatment and support, and reduce preventable health harms. The briefing sets out the evidence, the current legal barriers, and steps the Government can take to bring legislation into line with public health policy.
